The Grammar of a language is not a fixed set of rule handed down from generations to generations to be learnt and practised by the user of that language. On the other hand, it is a description of such rules that are formed congitively in the mind of the users. For the formation of such rules a reader or user need learning, practice, stimulation or experimentation, realisation and revision.
